October 21 and 22, which marks the fall event of the WSF, was much the same as in years past, except for the smaller crowds. The audience has increased a little, since the fiasco of May 6 and 7 (when a Downtown Festival, under the care of Don Schwarkopf) resulted in a smaller crowd, and to purists, the lowest turnout in WSF history. This year, I was advertising my WSF fan page, with noted evidence that the 12-3 vote et.al. ushered in the Allen Parkway genre. For both days, 80 copies of the WSF page have been distributed, and I have explained to fans, several WSF personnel (white T-shirted personnel wearing "Festival Staff"), and a few vendors about the role of urban renewal as a factor where traditionalism can be tarnished. Multiple factors, like the compactness of the 100 - 1100 block of Westheimer, urban renewal, consensus, and attitudes consisted the majority of issues in regards to various opinions.
Correction
The 10/21/00 log has been edited for content, due to the request of Tribal Hut, and therefore, Vigilante Entertainment will stand down from the earlier log entry that has been recorded since 10/23/00. Tribal Hut, one of the local businesses in the Montrose, has been a loyal contributor to the WSF in years past, and the information that I have posted was inconsistent and skewed. The individual that I spoke with was a Festival Staff member, not the Tribal Hut owner.
10/21/00 personal log: showing up early before 1100 hrs. with 50 copies of my WSF fan page was a success, and several people (merchants and fans) that I have distributed copies to have mixed attitudes. Two HPD officers that I know from my master's program at UHCL were surprised to spot me as a fan of the WSF, especially where one cop (a female veteran, Lisa "Buffy" Belcher) took one of the "flyers" and was interested. I explained to her the overall analysis on urban renewal, along with the overall content of what I have published for others to browse. Another HPD veteran (JD Domingues) stated that Eleanor Tinsley Park was more spacious than the 100 - 1100 block of Westheimer. From his opinion, the change of venue would benefit in the long run, and more of a safer environment, and my opinions (that I have explained to over 70+ fans, merchants, and a couple of WSF personnel (at the Kids Zone), that the WSF in Allen Parkway isn't the same as Westheimer. At first, having the three HPD reps posing for candid shots wasn't the agenda of the weekend, since there would be a possibility of legal issues, which stemmed to an April 1994 lawsuit by a law enforcement organization against the rap group Trinity Garden Cartel, where two HPD officers were misrepresented on an album cover that seemed lurid and distasteful to law enforcement. Side repercussions, stemming from disloyality, profit loss, and perception based on attitudes was the egocentric reality experienced by all.
My opinion to all fans (where 90% of those that I have detailed the website to) stated that the WSF should be held in the Lower Westheimer, the heart and soul of the Montrose. Those that sided with the Allen Parkway locale were a few people, mostly a few merchants (one of them was pedal car dealer Patrick Manning; he was sharing a booth with Tribal Hut), and my HPD buddy (the middle-aged Hispanic male). One partygoer (a blonde on a 10-speed) was neutral, where she flabbergasted the website hard copy, and didn't end up with a source of feedback. The first people that I was about to hand out a WSF page thought that I was a reporter, but explicity stated that I was an author of several web pages. The change of venue, from what I know, has changed attitudes on WestFest, especially purists (e.g. Tribal Hut) who have been loyal contributors in years past.
I stayed until 6 p.m. after the last flyer was distributed, and went back home. Mission accomplished with 50 flyers, and the second day...
10/22/00 personal log: After printing 15 copies from my printer, where more pages, along with the signature typefaces, were ready for distribution. I enjoyed the toe rings that I purchased for $20.00 from a couple of divas that I thought of first as foot message specialists (sorry, I didn't get thrown out of a 3rd story window and crashing into a greenhouse like Tony Rocky Horror in Pulp Fiction), but had a weird idea that the toe rings would be kinky for an erotic, intimate moment with a woman (or an exotic dancer), where she would slip the toe rings on her n***le$. I might be leaning toward a Howard Stern topic here, but more was to come the next morning.
I was able to copy 15 more copies at Kinko's (Greenbriar @ 2200 Southwest Freeway), and at the time, I managed to burn $20.00 in 50-state quarter rolls. Not bad for expenses, but since the WSF website copies were being distributed as shareware for viewing, the second day was far more better that yesterday. Around 11:15 a.m., I spoke with an elderly WSF official (an elderly woman in her late 40s/early 50s), posing as a T-shirt vendor, about the purpose of the WSF website as a reminder of urban renewal. What I heard later was more revealing, where the Avondale Association, one of the contributors toward the anti-WSF sentiment, were the ones that have ushered in the Allen Parkway era. Here's the evidence that I have heard (most of this by now that the average view is reading is hearsay, without further evidence):
*In the Avondale subdivision, urination/defecation/trash dumping was rampant, which has led to resentment toward WSFC promoters. The WSF staff member (name withheld) stated that HPD was tending with towing away motor vehicles while being paid their monthly salary, instead of serving their public trust by enforcing the law of arresting deviant partygoers that were violating COH municipal ordinances of urinating/defecating in public, along with illegal dumping. In New Orleans, during Mardi Gras, the aforementioned details would be dealt with dire consequences of jail time and the courts. One would be fined $125 (need to look at updated municipal fines from COH), for using a front yard as a restroom, as well as illegal dumping.
*If the deviants were dealt with SERIOUSLY (arrest and the whole 9), and the homeowners (especially Avondale Association chairman Jeffrey Cole and Neartown Associaiton chairman Larry Daniel) were satisfied with effective law enforcement (where HPD would enforce the law by arresting those that are in violation of the city ordinance concerning illegal dumping and public urination/defecation), the WSF (from the staff member's POV) would still remain in the Montrose. Ricky "Rainbodeklown" Hurt is aware of this, and has posted evidence of non-festival days involving HPD on his URL.
Rainbodeklown's evidence was far more revealing about HPD's ineffectiveness on law enforcement:
-Mr. Larry Daniel, 409 Hyde Park and vice president of Neartown Association said "there is an incestuous relationship between the law enforcement officers and this festival". "they refuse to enforce the law". ...Ricky "Rainbodeklown" HurtRainbodeklown's above statement is aimed toward ineffective community-oriented policing, where law enforcement and the community should coexist together. When Lee Brown used to be the chief (1982-89), transition toward community-oriented policing has changed the attitudes about crime amongst Houstonians. Bob Lanier, in his first term in office, was to put more cops on the streets, including overtime pay and extra shifts (known as the 655 plan). Did the Montrose experience a Durkheimian change with the 655 plan? Not really. The link with an Acura sedan parked in front of a stop sign is the proof.
I detailed my analysis of overcrowded parking, where my viable solution is having shuttle services from Downtown Houston-area parking lots off West Dallas, as well as METRO Park and Ride. Shuttle service from outlying lots would solve the overcrowded parking, along with effective law enforcement. I detailed my analysis to another HPD cop (an African American female that I used to have classes @UHD) that law enforcement action should be REactive to the Avondale crises, as well as shuttle service.
Holding the WSF, IMHO (and also for the elderly T-shirt vendor), should be in the Montrose, and also at the same time, the Pic Vault page and my personal pics from the Lower Westheimer (from the Armageddon page) revealed more about several facts unknown: Burger King (formerly Dorsey's and Tribal Hut) ended up as the breadwinners, instead of Soundwaves. There was a lot of ambiguity concerning why Burger King ended up there, instead of Soundwaves, but Soundwaves has a better location a few blocks south of Westheimer in the old Walgreen's (near the Red Chinese conusulate).
I continued to distribute the WSF page until the last one, where a couple of copies were handed over to a right-hand WSF "festival staff" man close to John Flores, and a reporter (Mia Gradney) from KHWB-39. She interviewed John Flores, and handed her a copy of my website. From what I have heard, Mr. Flores stated to the media that he is going to instigate action against the city, but the overall content that I have heard (e.g. filing a lawsuit against the city, and a reference to Councilwoman Annise Parker as a 'former friend of mine', which would be a reference towards a sell-out) wasn't aired later that night during KHWB's 9 p.m. newscast. Was the camera turned off? I hope that the outcome wasn't the same like the documentary Roger & Me (1989). After the last WSF page hardcopy was distributed, I flashed the Pic Vault page for a couple of hours. When the stack was halfway empty (12 shareware pages were left), I ended up purchasing a silver toe ring from the same two divas (they didn't notice me in a Rastafarian), and snapped more pics with a Canon ELPH 2 camera. When my page stack was empty, I distributed my business card to a few people, and detailed the Pic Vault page to a few fans. I left the WSF before 1600 hrs, and went to UH-Central to transcribe class notes from a previous lecture, and deleted several e-mails. Before coming home, I decided to burn up the rest of the 40-shot film roll, where I snapped several pics of the WSF bus stops, and a few pics relating to urban renewal. More will be revealed in the future from the final pics, and hope that the tradition goes on...
